If it was the engine, it'd change frequency regardless of speed, more or less. Its not a constant high pitch noise it really sound like beepings. For the first time, you should do as you described, then, you can define a key to restore CruiseControl. So, accelerate to 30km/h, and then press the button (I have 'Q'), and CC will be set to last set speed (for example 90km/h). Truck will accelerate automaticly to 90km/h and stay at this speed.

Well, my game went fine. But, when I bought my first truck, it just won't go forward. When I try to accelerate, it give me gears D2-D3, and it go veeery slow (1-2 km/h). When I'm going back, it move normal. btw: I'm using a mod of Romania map, and I didn't try to test the game before I installed the mod. Thank you all for the answers! I really appreciate it, well, I drive fast, but try do to it safely haha, sadly I won't be able to do that anymore. I think increasing it atleast to 160-170 would be a great idea, because trucks and cars at that speed still handle well, but that's just my 2 cents. Thanks for the answers!
